2. To provide comprehensive and sustainable services to 60% of the vulnerable groups of population by year 2012
Key activities in this objective are the Identification, estimation, mapping and monitoring of High Risk Groups (HRGs) in all districts of NWFP, Identification and documentation of existing services, Development and implementation of sustainable Services Delivery Packages (SDPs) through competitive process and also through identification of institutions or organizations on experienced basis. The tasks identified for the accomplishment of above objective are the following: Viz
i. Procurement of Services
ii. Monitoring & Evaluation along with development of requisite tools.
iii. Development of standard protocols for Quality Assurance & timely deliverables
3. To ensure that 70% of the general population is aware of and has the knowledge about HIV/AIDS, STIs/RTIs and Hepatitis B & C, and has access to the STI services by year 2012.
Key activities in this objective are Education, Information and Communication (IEC) activities, Establishing STI services in Public and Private sector health facilities and Establishment of ARV centers along with VCT facilities at regional level. The tasks identified for the accomplishment of above objective are the following: Viz:-
i. Development of IEC material
ii. Dissemination through appropriate media channels both print & electronic.
iii. Facilitate the establishment of STI clinics in a phased manner and simultaneously develop the capacity of human resource.
iv. Train LHWs & LHVs in IEC and knowledge of STIs, and utilize their presence and outreach to achieve the Objective
v. Establishment of STI and Surveillance System.
vi. Monitoring of STI Surveillance, vii. Audience research to judge the impact of IEC, viii. Facilitate the establishment of STI clinics in a phased manner and simultaneously develop the capacity of human resource
4.To ensure the capacity building of the relevant staff, both in public and private sector, as an on-going activity:-
Key activities in this objective are Developing Capacity Building Plan for the project life,
Capacity building through in-service training both short and long terms training programs at national and international levels, Technical Assistance for PACP both on short & long term basis, Capacity building of District Health staff, SDPs & NAC through trainings & institutional strengthening of District Health staff, SDPs & NAC by providing technical & logistic support. The tasks identified for the accomplishment of above objective are the following: Viz:
i. Develop tools and syllabi
ii. Identify appropriate resource persons (master trainers)
iii. Carry out TOT
iv. Obtain required resources in terms of finances, HR & Equipment
5.To create an enabling environment with a view to facilitate the attainment of the above stated goal and Objectives.
Key activities in this objective are Developing and implementing an advocacy plan in consultation with the concerned Government, Departments and contracted firms for implementation of IEC activities, Establishment of Parliamentary Forum, Establishment of Provincial Inter-Religious Council, Establishment of Parliamentary Advocacy Committee & Constitution of Technical Advisory Group (TAG) for reviewing and approving the IEC. The tasks identified for the accomplishment of above objective are the following: Viz
i. Ensuring convening of regular quarterly meetings of the forum(s) or in an emergency situation, if required or need based.
ii. Develop and implement modalities for enabling the integration of vulnerable groups into the mainstream of society, and to provide care and support to PALWHAS so as to minimize the stigma.
iii. Finalization of mandate of the TAG and its notification
